| 摘 要： | 针对实施社会体育指导员职业资格证书和职业技能鉴定制度过程中的客观需要及可能出现的问题,在理论探索与实际运行的基础上,提出和制定了一系列实施办法和配套规章,初步建立起了以《劳动法》、《职业教育法》、《体育法》为主要依据,以《社会体育指导员国家职业标准》为主体,国家法律、行政法规和部门规章、地方法规衔接配套的政策法规系统.

| Abstract: | During the implement of the Professional License System for Social Sports Instructors and the evaluation system of professional skills there exist objective requirements and potential problems. In allusion to those problems a series of implementation methods and accompanying rules were put forward on the basis of theoretical researches and the practical operation. A policy and regulation system was set up, which is based mainly on the Labor Law, the Professional Education Law and the Sports Law. The principal part of the policy and regulation system is the National Professional Standards for Social Sports Instructors, in compliance with the national laws, the administrative laws and regulations, department rules as well as local laws and regulations. |
