| 摘 要： | 事业单位转企改制关键是按照"产权清晰、权责明确、事企分开、管理科学"的要求进行。要规范操作程序,强化审计和资产评估,做好产权界定和资产处置工作,严格不良资产的申报、核销、移交、处置行为,加强对改制工作的监督。只有坚持国有资产处置公开、公平、公正的原则,才能切实维护国有资产的安全与完整。

| Abstract: | The key to the reform of the institutions is to carry out according to "distinction between property and rights, clear-cut of rights and duties, separation of institution and enterprise, and scientific management". It's necessary to standardize procedure of operation, to strengthen audit and the estimation of property, to do well the definition of the property right and disposal of property, and to supervise strictly the report, cancellation and turning over of bad property. |
