| 摘 要： | 基于"西安3.20体彩宝马案"的背景,揭示体育彩票发行监管中的行为扭曲现状,并且对相关利益主体的行为动机与委托代理关系进行剖析。在挖掘行为扭曲根源基础上,构建包括监管层和公益金管理层的新的发行监管链条,并且提出包括选择性激励机制、运营商退出措施、公证部门责任承担制度、发行部门角色转换在内的系列管制行为扭曲的措施。

| Abstract: | Starting from the case of "March 20th Xi'an Sports Lottery",this paper analyzed the issue and supervision of sports lottery in China,and digs out the behavior distortion of lottery buyer,sports lottery center,contractor,and public credit.The research indicated that multi-hierarchy principal-agent chain is the main cause in resulting agent risk and misbehavior.Based on this analysis,this paper amended traditional principal-agent chain and designed a regulation system which includes issuing regulation hierarchy and public fund regulation hierarchy.This study will be help to improve issuing system of sports lottery and decrease agent risk. |
