韩国体育产业增长的发展战略(英文)

摘    要:体育利润的增长,体育参与的增加,职业体育的流行和不同体育项目的商业化,使体育在社会中的重要性大大增加,这也导致了体育产业的发展。在韩国,自1997年以来政府官员和学者们越来越频繁地使用“体育产业政策”这个词,该文认同体育产业是一个有发展前景的产业,其包括三个亚产业:体育用品业、体育场地,设施业和体育服务业,该文旨在分析政策的变迁和韩国体育产业现状,并提出发展体育产业的战略决策,体育产业促进政策开始制定于第1个国家体育促进总体计划(1993-1997)准备时,在第3个国家体育促进总体计划(2003-2007)中,政策的导向包括与建设体育文本和体育网络信息有关的基础结构。1999盾,韩国国民体育估算产值约为90.4亿美元,占韩国国内生产总值的2.48%,全部体育场地、设施产业产值为25.99亿美元,很明显,体育场地,设施业是体育产业中最大的组成部分。其产值占体育产业总值的43%强,体育用品业中的竞技体育鞋袜和服装产值为17.6亿美元,体育服务市场估算为15.3亿美元,占体育产业总值的17%。体育用品促进政策包括制定不同的贷款项目,合作计划和提高质量计划。自1997年以后,针对体育场地、设施业的特殊贷款项目开始实施,该项目由汉城奥林匹克体育促进基金资助,体育场馆可以在10年中以平均最低的利率贷款40-160万美元,包括体育观赏业和体育营销业等在内的体育服务业正逐渐成为一个新兴产业。文化与旅游部有望加强政策对该产业的促进并将开始实施。为发展和增强未来体育产业,有必要建构不同的基础结构,其中之一便是优秀人力资源的保障措施,这是体育产业发展的动力。以达到这些目标,韩国体育科学研究已经开始进行职业人员的培养,该项目由文化与旅游部的国家预算资助,其中,职业体育市场人才的培训包括7个教育项目。

Policies to Promote Sport Industry in Korea

Abstract:The increase of interest in sports, increase in sport participation, popularization of professional sports, and commercialization of various sports events have increased the importance of sports in the society. This led to the development of sport industry. The government officers and researchers in Korea began to use the term "sport industry policy" since 1997 more frequently. This paper will accept that the sport industry as one of the promising industries is classified into three sub-industries (sporting goods, sport facility, sport service ).The purpose of this paper is to analyze the change of policy and the current status of sport industry in Korea and also presents alternatives to development strategies for the sport industry in Korea. The beginning of establishment to policies for the promotion in sport industry was the time when the 1st five years master plan of the National Sport Promotion was prepared (1993-1997). In the 3rd five years master plan of the National Sport Promotion (2003-2007), the direction of policies include the construction of infra-strueture related to the information in sports for the establishment of sports content and information network. The Estimate of Gross National Sport Products in 1999 is about 9 040 million dollar occupying 2.48% of total GDP in Korea. The total sum of sport facility industry is 2 599 million dollar. The sport facility industry is clearly largest component of the sport Industry, composing more than 43% of total. The gross product of athletic footwear and sport apparel among sporting goods amounts to 1,760 million dollar in 1999. The estimate of sport service market is 1 530 million dollar composing 17% of total of sport industry in 1999. The policies to promote sporting goods involve loan program by various institutions, cooperation program, quality improvement program. After 1997, the special loan program for sports facility industry started. This loan program was treated by SOSFO. The sport facility can borrow 400 thousand dollar to 1.6 million dollar for 10 years with lower interest rate than average. The sport service industry including spectator sport industry and sport marketing industry etc., is coming into scenery as newly emerging sector. It is expected that the Ministry of Culture and Tourism will emphasis the policy to promote the sport service industry and MCT will settle it soon. To develop and grow future oriented industry, it is necessary to construct various infra-structure. The one of various infra-structure is to secure excellent human resource which is a drive of development for sport industry. To achieve this goal, Korea Sport Science Institute has initiated business for cultivation of professional personnel to promote sport industry through national budget under support by the Ministry of Culture and Tourism. There are seven educational programs involving professional sports marketer.
