| 摘 要： | 建立和完善社会主义市场经济条件下的举国体制是新世纪我国体育体制创新的重要内容.分析了举国体制的历史沿革,并结合创建新体制探讨了政府在发展体育事业中的责任以及运动项目管理中心的改革等问题.认为所谓的新型举国体制就是以国家任务和大众体育利益为最高目标,以政府充分发挥主导为核心,形成政府、社会、个人三位一体,财政和市场双轮驱动的体育事业管理体系和运行机制.构建新型举国体制的关键就在于找到政府发挥主导作用的方式,并通过这种方式来整合社会和市场力量,为体育事业在更高层次上的发展提供合理、有效的制度保障.

| Abstract: | Establishing and perfecting the state system is an important content of innovation of the Chinese national institution in the new century. The aim of this paper was to analyze history of the national system, discuss the responsibilities of government in the development sports cause and the reform on manage center of sports events combined the issue of establishing the new system. The results showed the national system should take the state tasks and mass sports advantage as the first goal, and form sport manage system and application mechanism, which regarded the leading function of government as the core, formed the government, society and individual as an organic whole and drove by both market and financial means. The key problem of setting up the new national system was to find the proper way to play leading role of government, which will provide reasonable and effective system guarantee, when combined the way with the powers of society and market. |
