| 摘 要： | 针对西北地区体育发展中重物轻人的思维定势,依据我国国情,提出西北地区应选择对体育发展起决定性内驱作用的逐层推进的体育人力资源开发策略。伴随制度创新及西部体育人文精神的弘扬和体育文官制度的确立,实行灵活的"不求长住,但求常往"的体育人才交流政策,促进西北地区体育的快速发展。

| Abstract: | The thesis points to traditional thinking set of making much of substance and looking down on people in sports development in North West area, according to foundational circumstance of our country, pointing out that we should choose the gradual and propellant exploitation tactic of P.E., which has a decisive drive function on the development of P.E.. With renovation of sports system、 development of people's spirit of P.E. and establishment of sports civilian system, We should excite flexible sports talent intercourse policy of "don't expect be a stable resident, but expect frequent exchange" to accelerate sports development in Northwest area. |
