| 摘 要： | 运用文献资料整理、历史回溯和逻辑比较等研究方法,以深化改革为出发点,纵向将新中国成立以来历届全运会改革措施进行系统梳理,横向归纳这些改革措施的经验特征,继而展望全运会未来的改革方向。研究发现,自全运会诞生以来,改革不曾间断,全运会改革表现出围绕竞技体育为中心、伴随利益博弈与平衡、从封闭向开放与包容转变、推动多元价值与功能凸显等4个方面阶段性特征。为了更好地实现全运会服务新时代我国体育事业和社会发展的目标,提出未来的全运会改革需妥善处理全运与奥运之关系、积极构建多元协同治理格局、充分发挥全运会的溢出效应、理性看待改革当中的负面问题、向常态化和科学化方向发展。

| Abstract: | Using the methods of literature review,historical retrospection and logical comparison,and focusing on the deepening reform,this paper systematically combs all the reform measures of the National Games since the founding of new China vertically,summarizes the experience characteristics of these reform measures horizontally,and then looks forward to the future reform direction of the National Games.It is found that since the birth of the National Games,the reform has not been interrupted.The reform of the National Games has four characteristics:serving for the athletic sports,the game and balance of interests in the reform process,the change of the reform direction from closed to open and inclusive,and the reform promoting multi-value and function.In order to better realize the new era of National Games serving the goal of China′s sports cause and social development,it is proposed that the future reform of the National Games should properly deal with the relationship between the National Games and the Olympic Games,actively build a multiple coordinated governance pattern,give full play to the spillover effect of the National Games,rationally face up to the negative problems in the reform,and the National Games reform will be normalized and scientific. |
