| 摘 要： | 主要是以上海建设“国际知名体育城市”过程中，面临的内外部环境为切入点，针对目前上海在建设“国际体育知名城市”过程中所处内外部环境复杂且相对模糊特点，拟将管理学中两种重要的战略环境分析工具SWOT和PEST整合后提出基于SWOT—PEST模式的环境分析矩阵，对上海政策、社会、经济、技术宏观环境以及4个层面中内外部优势因素、劣势因素、机会因素和威胁因素及战略决策和选择进行分析与讨论，从而打造具有典型示范意义的都市体育发展格局．并提出决策方案.
