| 摘 要： | 当前,社会公平问题在我国渐显,在体育领域主要表现为群众体育与竞技体育结构失衡、城乡体育分野、东中西部体育发展不均、弱势群体体育权益保障中政府责任的缺位.这其中竞技优先政策、城市偏向政策、经济效率优先的区域发展政策及政策执行偏差等政策因素是导致其不公的极为重要因素.体育政策公平机制的建构需要从理念变革、法治建设、机制创新三个方面着手.
