| 摘 要： | 公共体育场馆改造是体育服务综合体发展的重要路径，对于解决场馆运营管理难题具有重要意义。运用文献资料、专家访谈和实地调研等方法就公共体育场馆改造建设体育服务综合体展开研究。分析认为，场馆在改造建设综合体的过程中主要面临场馆规划设计不足、现行政策法规束缚、场馆管理体制限制、公益属性理解偏差、区位影响发展动力、缺乏改造建设指引等现实困境。结合国内已有成功经验，提出将场馆改造纳入区域规划、完善政策法规、推行ROT模式、统筹业态布局、繁荣内容产业、制定建设改造指南等推进举措。

| Abstract: | The renovation of public sports venues is important for the development of sports service complex,and for solving the difficulties facing the venue operation and management. In this paper,literature study,expert interviews and field research were adopted to research into the reconstruction and construction of sports service complex. Problems included insufficient planning and design of venues,limitations of current policies and regulations,limitations of venue management systems,misunderstanding of public welfare attributes,regional development differences,lack of renovation and construction guidelines etc. Combined with the successful experience in China,this paper put forward the promotion countermeasures of integrating the renovation of stadiums and gymnasiums into regional planning,perfecting policies and regulations,carrying out ROT models,coordinating the layout of business forms,promoting industries,and formulating guidelines for construction and transformation. |
