| 摘 要： | 中国以体育为平台，执法为手段，话语权为核心，参与全球体育法治进程。国际体育执法话语权是法治中国话语体系与全球体育法治的重要连接点，中国在国际赛场屡次遭遇不公，根本原因是话语权缺失。提高国际体育执法话语权，必须首先从广义和狭义两个角度厘清国际体育执法话语权概念；其次，利用实证分析法阐明国际体育话语权现状及中国体育执法话语权面临的困境；最后，重点进行提高国际体育执法话语权的对策研究：从增加国际体育组织中国领导人数、鼓励公共参与国际体育组织、培养国际裁判三个层面创新体育人才培养制度；从执法管理、执法实施、执法裁判、执法监督四个方面提高国际体育组织中的执法话语权；从体育违规、违纪、违法行为三个角度提高体育不当行为中的执法话语权。

| Abstract: | Based on sports competition and law enforcement, with the focus of discourse power, China participates in the global sports lawful process. The discourse power of international sports law enforcement is a crucial connection between China's legal discourse system and the global sports law. Furthermore, the fact that the Chinese sportsmen have been repeatedly treated unfairly in the international sports arena is the lack of discourse power. In order to analyze how to improve the China's discourse power of law enforcement in the international sports, this paper starts from clarifying the concept of discourse power of law enforcement from both the broad and narrow perspectives. An empirical analysis is employed to reveal the current situation and difficulties for China. Finally, three measures have been put forward. Firstly, the cultivation of sports talents can be accessible by having more Chinese leaders in the international sports organizations, encouraging the public to participate in sports organizations and training more international referees. Secondly, the discourse power of law enforcement should be improved by law management, enforcement, arbitration and supervision. Lastly, the enhancement of discourse power of law enforcement should be realized by the identification of violations in sports law, disciplines and behaviors. |
