| 摘 要： | 通过文献资料和专家访谈，梳理了建国以来的重大体育事件和体育政策文件，厘清了我国体育治理的发展脉络，总结出我国体育治理演进的特征，旨在提出未来我国体育治理运行机制需关注的4个要素。我国体育治理演进大体分为5个阶段，2条脉络贯穿始终：一是以奥运会为代表的竞技体育，二是以全民健身为代表的群众体育，在"体育为国"与"体育为人"中寻找社会认可、国家认同的均衡结果；3个主体复杂博弈：体育行政部门、体育市场主体、体育社会组织依次登台且反复切割边界，寻求内部结构均衡与外部协调发展。在这种"2脉络3维度"的分析框架下，我国体育治理演进呈现出4个特征：渐进性、反复性、导向性、收敛性。体育体现着强烈的国家意志，正因如此，调整体育治理结构、优化体育治理主体才会出现渐进性与反复性，最终政府、社会、市场在不同的体育子结构中收敛于最优匹配，进而建立体育全面协调发展的运行机制和支撑体系。我国体育治理演进的未来路向：构建多中心体育治理结构的制度形态，凝练互构共生的多元化体育治理主体，完善多样化体育治理手段的策略集合，制定社会化体育治理评价的指标体系，并且，将多中心结构、多元化主体、多样化手段、社会化评价4个要素通融于体育治理运行机制中。

| Abstract: | Important sports events and sports policies were studied to sort out the development process of sports governance in China through literature study and expert interview in order to summarize features of the sports governance in China. Four elements of sports governing operating mechanism of China are put forth. The progress of sports governance of China is divided into five stages with focuses on competitive sports represented by the Olympics and sports for all through national fitness. Social recognition and national identity are pursued through sports for the country and sports for the people. Sports administrative departments, sports market main bodies, and sports social organizations seek for internal structural equivalence and external harmonious development. The development of sports governance of China is gradual, repetitive and oriented because sports reflect strong national will. As a result, after adjusting the sports governing structure and optimizing the sports governance main body, government, society and market will build sports substructure, operating mechanism and support system of sports overall harmonious development. The future development of sports governance of China is to build multicentre sports governing system, to form diversified sports governance main bodies, to take diversified sports governing measures, to formulate social evaluation. Multicentre structure diversified main body, diversified measures and social evaluation should be combined into sports governance mechanism. |
