| 摘 要： | 党的十八大开启中国特色社会主义新时代以来，我国竞技体育结构性改革的特征显著，体现在从单一管理向多元治理的体制结构转变、从要素驱动向创新驱动的组织结构转变、从金牌至上向展现综合实力的复合型目标结构转变、从服务国家的单一价值向满足社会需要的多元价值结构转变。面对新时代体育强国建设的新使命、新要求，竞技体育存在主动融入经济社会发展的体制结构亟待优化，运动项目结构发展不均衡现象依然突出，多元主体协同参与的治理结构还未形成，多层次、多途径培养后备人才的组织结构不协调等问题。新时代的竞技体育要尽快补齐结构性短板，打造政府、社会、市场多元协同治理体系，构建多层次竞赛体系和人才培养体系，建立均衡协调的运动项目发展新格局，发挥竞技体育服务新时代国家发展需要的多元价值。

| Abstract: | Since the 18th CPC National Congress was held, a new era of socialism with the Chinese characteristics has initiated and China's structural reform of competitive sports has been marked. It is embodied in the transformation from a single management to a pluralistic governance institutional structure, from a factory-driven to an innovation-driven organizational structure, from a gold medal to a complex target structure that shows comprehensive strength, and from a single value of serving the country to a multi-valued value that meets the needs of society. In the face of the new mission and new requirements for the construction of a powerful sports nation, there is an urgent need to optimize the institutional structure of competitive sports that is actively integrated into economic and social development. However, the uneven development of sports project structures remains prominent, and the governance structure of coordinated participation by multiple subjects has not been formed. The organizational structure of the reserve talents is not coordinated and so on. The competitive sports in the new era should overcome the structural weaknesses, build a multivariate and coordinated governance system of the government, society and market, construct multi-level competition system and talent training system, establish a new pattern of balanced and coordinated development of sports and projects and bring into play the multivariate value of the national development needs of competitive sports service. |
