| 摘 要： | 当前全运会运动员交流制度为优化竞技体育资源配置、改变竞争格局、平衡区间实力、提高运动员比赛能力等都提供了有利条件,但也为消极比赛、不公平比赛、"功利性"交流行为提供了机会.为确保全运会有一个良好的竞赛秩序和为项目发展提供良好的环境出发,建议强化交流制度的普遍性和针对性,弃权运动员不能获得相应名次和积分,控制参赛单位在全运会上的交流项目数,限制短期交流的运动员参加全运会. |

| Abstract: | Athlete exchange system at National Games in China can allocate sport s resources bet ter ,change competition pat tern , balance regional st rength and promote athelete competitive ability. However , it also provides chances for passive competing ,unfair competition and utilitarian exchanges. To ensure a beneficial competition order ,it is suggested that the athlete exchange system should be applied in all games ;quit ting athlete should not be given relative rank or score ;exchange numbers of event s should be cont rolled ; short term exchange athlete should be limited to compete at National Games. |
