| 摘 要： | 采用文献资料、专家访谈和问卷调查等方法就场馆市场化运营的体制性障碍进行了分析,认为主要表现在产权不清晰,国有资产管理体制不完善,投融资体制改革滞后,事业单位管理体制,监管约束机制尚不健全,经营自主权受限,运营政策不合理等方面.提出继续推行场馆投融资体制改革,吸引民间资本参与场馆市场化运营;场馆以赛后设计为主,积极融入城市;稳步推进场馆管理体制改革;建立体育场馆出资人制度,细化体育场馆运营政策等促进场馆市场化运营的建议.
