| 摘 要： | 体育公共服务从"有没有"到"好不好"的供给升级是体育领域应对社会主要矛盾转化的基本策略，县域体育公共服务供给的协同治理是实现这一目标的有效路径。以协同治理理论为依据，运用文献资料法、实地调查法和跨学科分析等研究方法，对县域体育公共服务供给的协同治理展开逻辑检视。县级政府在体育公共服务供给领域的"一元权威"成了供给升级的掣肘，主要表现在：供给理念上，"全能型"供给定位；财政投入上，事权与财力倒置；供给体系上，"碎片化"导致体系无秩序。据此形成新时代县域体育公共服务供给的协同治理框架：捋秩序，协同供给主体职能；建机制，协同促进财政投入的稳定增长机制和促进社会主体供给的政策引导机制；抓实效，协同政府绩效评价的内部制衡和市场的外部监管。

| Abstract: | From“with or without”to“good or not”of sports public service is a positive response to the major transformation of society in the field of sports.The coordinated governance of public sports service provision at country level is an effective way to achieve this goal.Based on the theory of collaborative governance,literature study,field research and interdisciplinary analysis,this paper investigated the collaborative governance of sports public services in Jingxian County of Anhui Province.It could be seen that the monistic authority had restricted the upgrading of supplies and the disorder of the service supply system.The order should be reconstructed to give yield to the functions of the supply main body.The mechanism should be built to ensure the stable growth of fiscal investment and the policy support.The collaborative governmental performance evaluation was made to supervise internally and externally so as to build a collaborative governance framework. |
