| 摘 要： | 坚持人民主体性是体育治理体系和治理能力现代化建设的基本原则。分析了人民主体性具有发展为了人民、发展依靠人民和发展成果由人民共享3种内涵，从权利维度、实践维度和创造维度对体育治理现代化建设中的“人民主体性”进行了维度考量，提出了在体育治理体系和治理能力现代化的实现途径中落实人民主体性原则的具体建议，包括广泛开展全民健身活动，提高人民群众健康水平；提升竞技体育综合实力，实现为国争光为民谋福；推动体育产业高质量发展，满足人们多元消费需求；促进体育文化繁荣发展，丰富人民体育文化生活；深化体育对外交流合作，增强国民自信心和自豪感。

| Abstract: | To persist on people's subjectivity is a basic principle of the construction of the modernization of sports governance system and governance capability. By adopting the methods of literature review and so on, this paper analyzed the people's subjectivity had three connotations including:development for the people, by the people, and the achievements of development were shared by the people. It considered people's subjectivity of the construction of the modernization of sports governance from dimensions of right, practice and creativity. This paper proposed the realization of the modernization of sports governance system and governance capability while implementing the principle of people's subjectivity which contains carrying out national fitness program, raising the level of people's health conditions; improving comprehensive strength of competitive sport, realizing winning honor for the country and winning happiness for the people; promoting sports industry development to the high quality, meeting people's verified sports consumption demands; improving the prosperity of sports culture, enriching people's lives related to sports culture, deepening foreign exchange and cooperation of sports, enhancing self-confidence and sense of pride of the Chinese people. |
