| 摘 要： | 精细化治理代表着大型体育赛事公共安全风险治理的基本方向，也是未来大型体育赛事公共安全风险治理的主导性策略。推进社会治理体系与治理能力现代化的内在要求、大型体育赛事公共安全风险治理现实困境的消弭、技术驱动大型体育赛事公共安全风险治理的机遇、大型体育赛事公共安全风险治理理论创新的要求、人民美好生活与高质量体育赛事发展的迫切诉求，构成了大型体育赛事公共安全风险精细化治理的动因。精益化、精准化、精确化、智能化与效能化构成了大型体育赛事公共安全精细化治理的价值场景。在此基础上，提出了基于治理理念、治理过程、治理技术与治理格局的大型体育赛事公共安全风险精细化治理的推进路径。

| Abstract: | Refined governance represents the basic direction of public security risk governance in large-scale sports events, and is also the dominant strategy of public security risk governance in large-scale sports events in the future. The internal requirements for advancing the modernization of the social governance system and governance capabilities, the elimination of the real dilemma of public security risk governance in large-scale sports events, the opportunities for technology-driven public security risk governance in large-scale sports events, the requirements for theoretical innovation of public security risk governance in large-scale sports events, the urgent demands of people's better life and the development of high-quality sports events constitute the motivation for the refined governance of public security risks in large-scale sports events. Refinement, precision, accuracy, intelligence and efficiency constitute the values of the refined governance of public safety in large-scale sports events. This paper proposes ways to promote the refined governance of public security risks in large-scale sports events based on concepts, processes, technologies and patterns of governance. |
