| 摘 要： | 通过梳理新中国成立以来我国政府与体育社会组织关系演变的相关研究,认为我国政府与体育社会组织关系演变内生于体育社会组织政策制定的全过程。为此,从间断均衡模型出发,对新中国成立以来我国体育社会组织政策演变展开分析。该政策变迁分为两个均衡期和一个间断期,表现出偶然性、随机性、非线性的特征。政府与体育社会组织关系在体育社会组织政策制定过程中处于关键性主导地位,在政策图景发生改变的情况下,先后经过分类管控、严查管控和增能管控三个时期的转换与调整。焦点事件冲击、地方体育治理创新和体育社会组织积极参与这三个要素通过改变政策场域影响政府与体育社会组织关系,但这几种要素的作用机制各不相同。该研究不仅对原有政府与体育社会组织关系研究和体育社会组织理论研究本土化进行了拓展,还能为理解体育领域其他相关政策演变带来启示。

| Abstract: | A review of the relevant research on the evolution of the relationship social organizations since the founding of P.R.C. showed that the evolution of the relationship between the government and sports social organizations was formed in the process of the policy-making of sports social organizations. Punctuated-Equilibrium Model showed that the evolution could be divided into two equilibrium periods and one discontinuity period characterized by high contingency, uncertainty and nonlinearity. The relationship between the government and sports social organizations was in a key leading position in the process of sports social organization policy. When the policy landscape changed, it was transformed and adjusted in three periods:classified management and control, strict management and control, and increased energy management and control. The impact of focus events, the innovation of local sports governance and the active participation of sports social organizations affected the relationship between the government and sports social organizations by changing the policy field, but the mechanisms of these three elements were different. This paper was hoped to expand the research on the relationship between the government and sports social organizations and the localization of the theoretical research on sports social organizations, and to bring enlightenment for understanding the evolution of other relevant policies in the field of sports. |
