摘    要:政府与市场的关系问题是我国全面深化体育改革过程中的重大问题。运用文献资料法、逻辑分析法等方法,基于政府与市场的地位在中国特色社会主义建设进程中的历史发展进程,结合新时代全面深化体育改革的综合分析,对新时代全面深化体育改革中政府与市场关系进行了分析。研究认为,新时代中国全面深化体育改革中政府与市场关系的基本定位是互补与共进。要逐步、分阶段地实现市场在体育领域资源配置中处于决定性地位;政府要谨慎制定产业政策;体育行政部门要避免体育领域的市场失灵,且在市场失灵后予以纠正;政府要退出微观领域特别是体育产业领域,要放松体育领域的管制、开放体育市场、打破垄断、倡导竞争;警惕体育社会组织(体育协会)的力量干扰市场资源配置;政府要与市场协同提供公共体育服务和产品,提供良好的法治环境,推进依法治体。

Abstract:The relationship between government and market is a major problem in the process of comprehensive reform of sports in China. This paper discussed the relationship between government and market in the comprehensive reform of sports in the new era through literature study and logical analysis.The research showed that the basic orientation of the relationship between government and market is complementary and progressive. The market should be in a dominant position in the allocation of resources in the field of sports. The government should formulate industrial policies carefully. The sports administrative department should avoid market failure and correct it if there was any. The government should withdraw from the micro sports fields, especially the sports industry, and from the control of sports. It should open the sports market, break the monopoly and promote competition. The sports social organizations or sports associations should not interfere with the allocation of market resources. The government should cooperate with the market to provide public sports services and products, create a good environment for the rule of law, and promote legal governance.
