| 摘 要： | 世界反兴奋剂机构成立的目的之一即统一反兴奋剂规则。通过对加特林违禁案件进行分析，引出反兴奋剂规则统一适用的困难，包括不能直接适用WADA条例、体育组织之间规则相异以及各体育组织不遵守规则。采取文献资料法和案例分析法对这些困难进行阐述和分析，并联系反兴奋剂规则的最新发展展开讨论。

| Abstract: | The World Anti-Doping Agency (WADA) has been established to harmonize the anti-doping rules. This paper analyzed the Justin Gatlin case through literature review and case study so that the difficulties in the harmonization of anti-doping rules could be revealed. These difficulties included no direct application of the World Anti-doping Code, the contradiction of the rules of different organizations and the non-compliance of signatories. Finally, the paper introduced the newest development of the rules of the anti-doping system. |
