| 摘 要： | 新疆成功申办2016年第十三届全国冬季运动会,为新疆冰雪运动实现跨越式发展提供了最佳契机。利用好这个机遇,争取重现二十世纪八十年代初新疆冰雪运动的辉煌,使新疆冬季体育项目产生质的飞跃,为新疆冰雪体育的可持续、科学和跨越式发展奠定坚实的基础,为促进新疆的经济发展、社会和谐、环境生态建设提供典范。采用调查访谈法、问卷法、资料法等方法对新疆冰雪体育运动的现状进行分析,认为新疆冰雪体育在软实力方面存在着冰雪体育人才大量缺乏、冰雪体育人口较少、缺乏培养冰雪体育人才的高等院校、科学管理机制不健全等问题,硬实力的缺失主要表现为冰雪运动场地与配套设施建设严重缺乏。新疆要借举办第十三届全国冬季运动会的东风,发挥传统优势、构建新疆冰雪体育重点项目、建立科学的决策与管理机制、抓好新疆冰雪运动普及和提高工作、培养为新疆冰雪运动发展服务的优秀人才、加强后备人才队伍建设,不断提升新疆冰雪体育的软实力。

| Abstract: | Successfully bidding for 2016 the 13th National Winter Games in Xinjiang provides the best op- portunity for winter sports in Xinjiang to realize the leap - forward development. Making good use of this op- portunity and trying to reproducing the splendid winter sports in the nineteen eighties in Xinjiang to make winter sports in Xinjiang have a qualitative leap, the paper lays a solid foundation for the sustainable, scien- tific and leap - forward development of winter sports in Xinjiang and provides an example for promoting eco- nomic development, social harmony, environmental and ecological construction in Xinjiang. Having an anal- ysis on the status of winter sports in Xinjiang with the investigation interviewing, questionnaire and documen- tation, the paper thinks that there are some problems in soft power of winter sports in Xinjiang that are lack of large qualified personnel, small population of winter sports, lack of universities which train winter sports talents and scientific management mechanism not perfect. Hard power shows mainly a severe shortage of pla- ying area and supporting facilities of winter sports. Xinjiang wants to play to traditional advantages, build major projects of winter sports in Xinjiang, establish scientific decision and management system, make popu- larization and improvement work of winter sports in Xinjiang a success, train excellent talents for serving and developing winter sports in Xinjiang, strengthen the construction of reserved talents and continuously en- hance the soft power of winter sports in Xinjiang by the opportunity of hosting the 13th National Winter Ga - mes |
