| 摘 要： | 冰雪旅游产业以其低投入、高产出以及产业对经济拉动性强得到各级政府的高度重视。采用文献资料法、数理统计法、逻辑分析法和比较研究法从黑龙江省冰雪旅游产业发展的优劣势、机遇与挑战进行分析。提出竞争优势的培育战略、优化产业结构战略、打造精品战略、专业人才培养战略等黑龙江省冰雪旅游产业的发展战略，明确现阶段的发展规划，为黑龙江省冰雪旅游产业的创新发展提供理论支持。

| Abstract: | SThe governments at all levels pay high attention to the ice-snow tourism industry because of its low input-high output and strong economic stimulation. With the methods of document literature, mathematical statistics, logical analysis and comparative study, the paper analyzes the advantage and disadvantage, opportunity and challenge of developing the ice-snow tourism industry in Heilongjiang province. As a theoretical support for the ice-snow tourism industry in Heilongjiang province, it clearly points out a current development plan based on some development strategies such as developing the competitive strength, optimizing the industrial structure, creating the competitive products, growing the professionals. |
