| 摘 要： | 为了推动冰雪体育产业发展,深入探索冰雪体育产业发展政策,启发现实冰雪体育产业发展配套政策的制定,需要对冰雪体育产业发展政策框架进行分析。研究结果表明,冰雪体育产业发展政策框架构建需要首先明确内涵,包括出发点、基础和方向,并确定其正确的作用;设计时,宏观上以冰雪体育产业投融资政策和冰雪体育产业国际化政策为核心依托,微观上以特殊扶持政策为引导,操作上以政策的细分为突破;具体构建时可以从宏观、微观和操作3个层面分别进行重点把握,揭示政策对冰雪体育产业发展的作用,推进冰雪体育产业市场化进程。

| Abstract: | For advancing the development of ice-snow sports and further exploring its strategy to enlighten the supporting policies＇ establishment of actual ice-snow sports industry,it＇s necessary to analyze the correlative policy framework.The paper＇s research results show that for constructing the policy framework,it needs firstly to definitude its connotation,including start point,foundation and orientation,and to confirm its right effect;in design,it also needs to rely on the core policy of ice-snow sports industry＇s financing and internationalization from macroscopic view,to have the guidance of special support policy from microcosmic view,have a breakthrough by detailing the policies in practice.It suggests dealing with the construction from above three aspects,respectively holding each emphasis,revealing the policy effect on developing ice-snow sports industry,advancing the marketization of ice-snow sports industry. |
