| 摘 要： | 从我国法治建设的特点和幼儿体育政策演变的内部规律为标志将改革开放以来幼儿体育政策演进划分为形成期(1978~1999年)、发展期(2000~2015年)、深化期(2016年至今)3个阶段。我国幼儿体育政策演进的主要特征表现为政策制定主体不断扩大、政策的内容更加具体化和社会支持主体逐渐增多3个方面,但是还存在政策位阶不高、政策内容缺乏衔接、社会支持主体积极性不强等问题。建议加快学前教育立法,保障幼儿体育权利;加强跨部门多领域协作,拓宽幼儿体育政策制定渠道;创新政策激励机制,鼓励社会主体积极参与幼儿体育事业;政策制定要着眼未来,精准把握时代特点。

| Abstract: | From the characteristics of the construction of the rule of law in our country and the internal law of the evolution of the sports policy for young children,the evolution of children's sports policy since the reform and opening-up is divided into three stages:formation period(1978-1999),development period(2000-2015),deepening period(2016-present).The main features of the evolution of china's children's sports policy are the widening of the main body of policy-making,the more specific content of the policy and the gradual increase of social support subjects.However,there are still problems such as the low policy rank,the lack of convergence of policy content,and the weak enthusiasm of the subject of social support.Development adjustment:speed up legislation on pre-school education to protect the rights of young children's sports,strengthen cross-sectoral multi-disciplinary collaboration,broaden the channels for the formulation of children's sports policies,innovate policy incentive mechanisms to encourage social subjects to actively participate in the cause of children's sports,and make policy formulations with a view to the future and accurately grasp the characteristics of the times. |
