| 摘 要： | 分析了造成我国退役运动员安置难的三大主要原因，并提出了四项建议：1、设立安置基金，用“货币安置’’取代“分配安置”：2、建立就业培训制度，增强运动员的择业竞争能力；3、开通多种分流渠道，通过市场自主择业；4、提高运动员的文化素质，为将来的就业上学打好基础。

| Abstract: | Thes paper,from a humanitarian perspective,gives an analysis of main difficulties to settle down ex-service athletes in China and makes demonstrations and proposals as follows:1.The establishment of settling funds for ex -service athletes,and the displacement of a distributive settlement by a monetary settlement;2.Setting up a jobtraining system and make ex-service athletes more competitive;3.Opening up more paths for ex-service athletes who select their occupations independently through market;and 4.Heightenign their educational levels ,and laying a good foundation for their employment and higher education in future. |
