| 摘 要： | 运用文献资料法和数理统计法,在系统梳理和量化考察我国1980—2019年间135条(部委级及以上)体育产业相关政策的基础上,从体育产业政策发布机构、政策类型、政策目标关注点、政策措施、政策力度5个维度构建了我国体育产业政策分析的ATOMS框架模型。结果显示:体育场馆设施和体育健身休闲是政策关注的两个重点,体育产业政策类型中的主体是赋值较低的通知、办法类,政策发布的主体是国家体育总局和国务院,政策措施中政府行政措施和财政税收两策略最为有效。基于政策效果分析提出了我国体育产业政策效果最佳的ATOMS匹配模式。

| Abstract: | On the basis of systematic review and statistical quantification of 135 sports industry policies(issued by ministries and commissions under the State Council of China and above)in the past 40 years(1986~2019),the paper has built the framework of ATOMS model in terms of 5 dimensions:policy agency,policy types,policy objectives,policy measures and policy executive strength.The results show that the sports facilities and sports fitness and leisure are the two focus of policy;the main body of sports industry policy types are notices and approaches with lower assignment;the main policy release is the State Sports General Administration and the State Council;among the government administrative measures,fiscal and tax policies and measures are the most effective.Based on the analysis of policy effect,the best ATOMS matching model of China's sports industry policy has been put forward. |
