| 摘 要： | 为实现对新时代体育产业高质量发展的动静态监测和准确预判,在深刻理解体育产业高质量发展的内涵的基础上,采用内容分析、文献分析、定量指标筛选等方法构建了涵盖产业结构、生产效率、产业效益、发展动力、产业规模和产业基础等6个一级指标、17个二级指标、31个三级指标的新时代体育产业高质量发展指标体系,并借鉴指数思维,选取时序动态视角的综合评价方法设计了指数模型。为验证所构建的指标体系和所设计的指数模型在实践应用中的可行性,以上海市为例,对上海市及其16个区2014—2019年的体育产业高质量发展水平进行指数测度。研究认为:体育产业高质量发展指标体系的精准构筑、评价方法的科学选择、统计体系的不断完善、评价运转机制的有效建立是新时代体育产业高质量发展指数设计的关键;实证测度结果基本实现了体育产业发展的评价由"经验判断"走向"数据证实"。

| Abstract: | In order to realize the dynamic and static monitoring and accurate prediction of the high-quality development of sports industry,based on the deep understanding of the connotation of the high-quality development of sports industry,this study adopted the methods of content analysis,literature analysis,quantitative index screening to construct the index system of highquality development of sports industry in the new era which includes 6 primary indicators such as industrial structure,production efficiency,industrial benefits,development power,industrial scale and industrial foundation and 17 secondary indicators and 31 tertiary indicators.At the same time,using index thinking for reference,this paper selected the comprehensive evaluation method of time series dynamic perspective to build the index model.In order to verify the feasibility of the constructed index system and index model in practical application,this study took Shanghai as an example to measure the high-quality development level of sports industry in Shanghai and 16 districts from 2014 to 2019.It is considered that the key to the design of high-quality development index of sports industry is the accurate construction of the index system,the scientific selection of evaluation methods,the continuous improvement of statistical system and the effective establishment of evaluation operation mechanism.The results of empirical measurement basically realize the evaluation of sports industry development from“empirical judgment”to“data confirmation”. |
