| 摘 要： | 以世博与城市构建全民健身服务体系的有效对接为基础,以时间为结点,将世博会举办周期划分为举办之前、举办期间、举办之后3个阶段.据此将全民健身服务体系划分为发展、运行、巩固和完善3个阶段.就"盲区"问题提出对策:延伸全民健身服务体系的覆盖范围.就"失灵"问题提出对策:建立政府购买服务、市场分担风险、非营利组织参与管理的模式,加强信息传播、交流与反馈,完善全民健身服务体系的保障和绩效评估体系.
