| 摘 要： | 为更好地聚焦《关于深化体教融合促进青少年健康发展的意见》的出台对学校体育改革的影响,掌握政策的发展趋势,促进政策落实,以政策工具为视角对《意见》的政策文本进行全面剖析。结论:《意见》以环境型政策工具为主,注重法规制度和目标规划等方面的协调;供给型政策工具使用频率适中,注重体育人才培养、体育组织管理;需求型政策工具使用频率较低,主要集中在体育服务外包和政府体育采购方面。提出要深入优化环境型政策工具内容,合理配置供给型政策工具;提高需求型政策的重视程度。
