| 摘 要： | 通过1991年夏季杭嘉湖地区特大洪涝灾害成因分析,认为“天、地”异变是直接的诱发因素,而不合理的人为活动则是导致和加剧洪涝危害的重要原因.提出该地区洪涝防治应以全流域整治为目标,把防洪治涝纳入地区国土整治体系:应加强统筹安排,克服不合理的人为干扰,协调人地关系;应借助现代化技术手段深化研究工作,使抗洪御涝的决策具有更可靠的科学依据。

| Abstract: | This article is divided into two parts. In the first part, authors analyse the causes of 1991 extra-large
flood and waterlogging disaster in Hangzhou-Jiaxing-Huzhou Area. The special natural environment and ab-
normal atmospheric circulation are believed the direct factors leading to the disaster, irrational human activi-
ties in and around the area, however, are considered the important factors causing the disaster. Based on the
above analysis, authors put forward some flood and waterlogging control measures aimed at comprehensive
management of the whole Taihu Lake Basin. |
