| 摘 要： | 高等教育产业和其他产业有很多不同,一方面要遵守市场规律,但另一方面又不能全部市场化。高校建设的一个重要问题就是高校的办学成本如何分配,若是市场运作,则面临巨大的负债,有破产的风险;若按照计划经济,则国家的拨款和地方政府的拨款远远不能满足学校建设和运行的需要。因此,高校不能等着国家和社会的输血,而要学会造血。本文论证在恰当的资本运作下,高校可以在保持公平公正的前提和不增加政府的负担情况下,搞好自身的建设,也就是说既要遵循教育规律,又要遵循市场规律。
