| 摘 要： | 本文以软件开发的实践经验为基础，分析了软件开发失败的主要原因之一是需求不明确，提出了基于需求分级的软件并行开发方法，验证基于需求分级的软件并行开发的有效性，分析了传统软件开发方法与软件并行开发方法各自的优缺点。目前，这种开发思想在江西某公司电子政务平台的开发和管理上得到应用。

| Abstract: | Based on the practical experience of software development, this paper analyzing the one of the main reasons that development fail of software is a need not clear and definite, provides the method of the software concurrent development that based on the classification of the need, verifies the usefulness of this method. This paper also analyzes the advantages and the disadvantages between the traditional software developmental method and the software concurrent development method. Currently, this kind of thought has been applied to electronic government platform of a company in JiangXi province. |
