| 摘 要： | 数字图书馆在取得授权的过程中存在障碍,著作权集体管理制度有利于解决数字图书馆的授权困难。结合《著作权集体管理条例》的主要内容,阐述了《条例》对解决数字图书馆著作权问题起到的积极作用,并就《条例》中存在的问题进行探讨。
