| 摘 要： | 突发事件情报分析如何更好地适应大数据所带来的深刻变化，为决策用户提供更加科学、准确、可靠的突发事件情报服务产品已成为大数据时代突发事件应急管理的重要问题。本文结合北京、广州等主要地区突发事件总体预案及突发事件信息管理办法，通过深入分析大数据对突发事件情报分析的影响，梳理分析当前我国突发事件情报分析存在的问题，提出了适应大数据环境的突发事件情报流程，并在此基础上构建以综合研判模块为核心的大数据突发事件情报分析模型，以期实现大数据与突发事件情报分析的深层次融合，为突发事件应急决策提供有价值的情报决策支持。

| Abstract: | How to better adapt to the profound changes brought by the big data and to provide more scientific,accurate and reliable emergency intelligence service products for emergency has become an important problem of emergency management based on the big data.Combining with the general plan of emergency and the management of emergent information in Beijing and Guangzhou,This article analyzed the impact of big data on the intelligence analysis of emergency and the current problems in the intelligence analysis of emergency in China.It proposed the emergency intelligence flow that adapted the big data environment and built an emergency intelligence analysis model of big data that including the comprehensive judgment module,in order to realize the deep integration of big data and emergency intelligence analysis and provide valuable information decision support for emergency decision-making. |
