| 摘 要： | 目的/意义]针对专利服务存在的问题，构建在大数据背景下的创新专利服务体系，有助于提升专利服务质量，实现多方获益。方法/过程]梳理了专利服务的内容和目的，基于专利服务的现状和存在问题，从大数据、共享开放和价值挖掘角度出发构建新型的服务体系，重新定义新体系下各参与者的工作职能，针对体系构建难点进行分析讨论。结果/结论]基于专利服务参与主体不同需求与特点，制定以政府宏观调控为主，商业机构共享合作为辅的专利服务体系能使多方获益，为开展大数据浪潮下的新型专利服务工作提供借鉴和参考。

| Abstract: | Purpose/Significance]This paper presented a novel patent service system and mechanism based on big data sharing,dedicated to address the existing problems of overall patent services as well as to improve the quality of the services.Method/Process]By thorough inspection of the content and significance and critical discussion of its current problems,this paper concluded a decent understanding towards data sharing and opening may make participants benefit from a wide range of service,and also approach the duties of participants and the difficulties of construction from different angles.Result/Conclusion]Base on the different requirements of participants,our paper provided a practicable viewpoints and solutions that are quite likely to promote innovation-driven development of patent service. |
