基于DEA和Malmquist指数的全国研究与开发机构科技投入产出效率测算及提升研究

摘    要:为深入评价研究与开发机构的科技投入产出效率,本文以2015~2019年全国研究与开发机构的科技创新投入产出数据为基础,通过DEA-BCC模型及Malmquist指数,对全国研究与开发机构的科技投入产出效率进行了静态和动态分析。结果表明,2019年我国有90.323%的省份处于非DEA有效状态,其中92.857%的省份科技创新投入冗余,7.143%的省份科技创新投入不足。2015~2019年全国研究与开发机构的科技创新效率呈现M型波动,技术创新水平提升或衰退是主要影响因素。

Research on the measurement and improvement of science and technology input-output efficiency of Research and Development Institutions Based on DEA and Malmquist Index
Abstract:In order to evaluate science and technology input-output efficiency of research and development institutions, based on the input and output data of scientific and technological innovation of research and development institutions from 2015 to 2019, through the DEA-BCC model and the Malmquist index, the static and dynamic analysis of science and technology input-output efficiency of research and development institutions is carried out.The results show that in 2019, 90.323% of the provinces were in a non-DEA effective state, of which 92.857% of the provinces had redundant investment in scientific and technological innovation, and 7.143% of the provinces had insufficient investment in scientific and technological innovation.From 2015 to 2019, the scientific and technological innovation efficiency of research and development institutions showed an M-shaped fluctuation, and the improvement or decline of the level of technological innovation was the main influencing factor.
