摘    要:高等学校创新要素汇聚,是粤港澳大湾区建设国际科技创新中心重要的策源地。高校科研效率的高低对于大湾区构建高水平科技创新体系,提升原始创新能力具有重要的战略意义。文章以粤港澳大湾区部分高校为研究对象,基于投入产出考虑,采用DEA方法,首先,从整体上测算2016-2019年高校的科研效率,然后,分别对8所高校的科研效率进行具体分析。结果表明:整体上看,粤港澳大湾区高校科研效率呈现上升趋势,最高效率水平达到1.393;高校之间科研效率存在差异,且差异水平较大。基于此,为提升高校科研效率,应完善高校科研资源配置;建立多样化的激励机制;转变科研理念,强化高校科研成果转化。

Research Efficiency Analysis of Universities in Guangdong-Hong Kong-Macao Greater Bay Area Based on DEA Method
Abstract:The aggregation of innovative ingredients in higher education institutions is an important source for the establishment of an international science and technology innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area. The scientific research efficiency of colleges and universities is of strategic significance to the development of a high-tech innovation system and the enhancement of initial creative capability in the Greater Bay Area. In this article, some universities in the Guangdong-Hong Kong-Macao Greater Bay Area are considered as subjects of research, and based on an input-output consideration, DEA method is applied to firstly, measure the scientific research efficiency of universities from 2016-2019 as a whole, and then, conduct specific analysis on the scientific research efficiency of eight universities respectively. The results demonstrate that, on the whole, the scientific research efficiency of universities in the Guangdong-Hong Kong-Macao Greater Bay Area shows an increasing trend, and the highest efficiency level reaches 1.393; there are variations in scientific research efficiency among universities, and the varying levels are large. On this basis, in order to improve the scientific research efficiency of colleges and universities, we should improve the allocation of scientific research resources in colleges and universities; establish a diversified incentive mechanism; change the scientific research concept and strengthen the transformation of scientific research achievements in colleges and universities.
