摘    要:为了提高三大城市群环境基础设施的运营水平,维护三大城市群的生态平衡,促进可持续发展,本文采用三阶段DEA的方法,剔除环境变量与随机误差的影响,得到京津冀城市群、长江三角洲城市群、珠江三角洲城市群的环境基础设施运营效率。结果表明:环境基础设施的区域发展差异明显,珠江三角洲城市群的运营效率最高,长江三角洲城市群次之,京津冀城市群最差;城市群内部纯技术效率发展不平衡;制约环境基础设施运营效率的主要原因是规模效率较低。

Research on Operational Efficiency of Environmental Infrastructure in Three Major Urban Agglomerations Based on Three-stage DEA
Abstract:To improve the operational level of the environmental infrastructure of the three major urban agglomerations, maintain the ecological balance of the three major urban agglomerations and promote sustainable development,this study adopts three-stage DEA to evaluate the operational efficiency of environmental infrastructure in Beijing-Tianjin-Hebei region, Yangtze River Delta area, and Pearl River Delta area without the impact of random errors and environmental variables.The results show that: the total industrial output value and the total population of environmental variables have a great influence on the operational efficiency of three major urban agglomerations; the level of operation and management is unbalanced in the internal of three major urban agglomerations; the low scale efficiency is the main reason for low operational efficiency of the environmental infrastructure in the three major agglomerations.
