| 摘 要： | 重大科技创新平台是激活创新资源、促进科技成果转化、实现创新驱动的有效载体。对平台发展成熟度进行评价可以发现平台建设与管理中存在的问题，一方面帮助平台不断改进不足之处；另一方面，为政府及时了解平台发展状况并制定促进平台发展的政策提供依据。通过文献分析、调研和专家会议，得到平台发展成熟度初始评价指标体系，采用模糊偏好关系群决策方法筛选后得到最终评价指标体系。用网络层次分析法确立指标权重，模糊综合评价法建立了评价模型，并结合实例进行了测评分析。

Evaluation and research on development maturity of major scientific and technological innovation platforms -- taking tianjin binhai new area as an example |

| Abstract: | The major scientific and technological innovation platform is an effective carrier for activating innovation resources, promoting the transformation of scientific and technological achievements and realizing innovation drive. The evaluation of platform development maturity can find the problems in platform construction and management. On the other hand, it provides basis for the government to timely understand the development status of the platform and formulate policies to promote the development of the platform. Through literature analysis, research and expert meetings, the initial evaluation index system of platform development maturity is obtained, and the final evaluation index system is obtained after the decision-making method of fuzzy preference relation group is selected. The network analytic hierarchy process (ahp) is used to establish the index weight and the fuzzy comprehensive evaluation method is used to establish the evaluation model. Finally,combined with the example to carry on the appraisal analysis. |
