终端区运行效能综合评价方法

摘    要:为构建通用型评价指标体系,定量评价终端区运行效能。考虑从现有终端区运行亟待解决的安全、效率和容量三方面构建评价指标体系,采用可拓层次分析法确定各指标权重,并结合状态分类法构造终端区运行效能综合评价函数。最后以武汉终端区为例,收集运行相关数据计算各指标值,并采集20位武汉终端区管制员的阈值评估意见,划设阈值矩阵,构建武汉终端区运行效能综合评价函数,结果表明其运行效能综合评价结果为良,在安全方面评价为优,空域内整体冲突水平较低,但在效率和容量方面有待进一步提升。

Research on the Integrated Evaluation Method forTerminal Area Operational Efficiency
Abstract:In order to construct a general evaluation index system and quantitatively evaluate the terminal area operational efficiency, this paper considered the construction of evaluation index system from the three aspects of security, efficiency and capacity that need to be solved in the existing terminal area. The index weight was determined by Extension Analytic Hierarchy Process, and the terminal area operation efficiency comprehensive evaluation function was constructed by using state classification. Finally, taking the Wuhan terminal area as an example, this paper collected relevant data to calculate the index values, and collected the threshold evaluation opinions of 20 Wuhan terminal area controllers to draw a threshold matrix, and constructed a comprehensive evaluation function of Wuhan terminal area operation efficiency. The results show that the comprehensive evaluation results of operational performance are good, the safety evaluation is excellent, the overall conflict level in the airspace is low, but the efficiency and capacity need to be further improved.
