| 摘 要： | 日本在系列科技战略与政策引导下,从引进消化吸收到走独立研发、自主创新的道路,结束其对国外先进科技“追赶型”时代,迈入成为科技实力“领先型”时代。系统分析日本历次科技创新战略规划及其典型科技创新政策法规,在对日本科技创新主要成效分析基础上,提出日本科技创新战略及政策对我国的启示。

Analysis of Japan's Science and Technology Innovation Strategy and Policy and Its Enlightenment to China |

| Abstract: | Under the guidance of series of science and technology strategies and policies, Japan has entered the era of technological strength "leading" from introduction, digestion, absorption to independent R&D, independent innovation, and ending its "catch-up" era of foreign advanced science and technology. This paper systematically analyzes the past strategic planning of Japanese scientific and technological innovation, and its typical policies and regulations of scientific and technological innovation. Based on the analysis of the main achievements of Japan''s scientific and technological innovation, the paper puts forward the enlightenment of Japan''s scientific and technological innovation strategy and policy to China. |
