数字经济下中国人工智能芯片技术发展现状、面临挑战及对策建议

摘    要:发展好人工智能产业对数字经济及整个国民经济至关重要,但针对中国人工智能芯片产业发展,特别是如何应用落地方面的对策研究较少。为此,通过梳理分析相关发展现状可知,通过政策扶持、机构设置、企业布局等措施的实施,中国人工智能芯片产业取得了较大进展,但仍存在核心技术薄弱、产业全而不强、产业链不均衡、商业落地难、人才缺口大等方面问题,面临较大的挑战;在此基础上,通过相关文献研究和专家咨询,提出促进中国人工智能芯片技术发展的对策和建议,包括加强核心技术攻关、建立完善的产业链、加大投资和政策支持促进落地应用、培养和吸引多层次复合型人才等具体措施。

The development status, challenges and countermeasures of artificial intelligence chip technology in China under the digital economy
Abstract:The development of artificial intelligence (AI) industry is crucial to the digital economy and the entire national economy, but the study on development of China''s artificial intelligence chip, especially countermeasures about its application is not enough. By combing and analyzing the development status of China''s artificial intelligence chip technology, we can see, after the implementation of policy support, institutional settings, enterprise layout and other measures, China''s artificial intelligence chip industry has made great progress, but there are still problems such as weak core technology, complete industry but not strong, unbalanced industrial chain, difficult commercial landing, and large talent gap, and China''s artificial intelligence chip industry is facing greater challenges. On this basis, through relevant literature research and expert consultation, countermeasures and suggestions are put forward to promote the development of artificial intelligence chips in China, including strengthening core technology research, establishing a sound industrial chain, increasing investment and policy support to promote landing applications, training and attracting multi-level compound talents and other specific measures.
