跨行政区域创新策源能力评价与实证——基于熵权法、TOPSIS法、灰色关联分析

摘    要:跨行政区域创新策源能力的形成与发展是我国现阶段重要战略,包含创新策源的主体、条件、途径与内容多个要素.通过重新解读创新策源能力,从创新政策、创新投入、创新产出、开放发展4个方面选择36个三级指标,构建跨行政区域创新策源能力评价指标体系,运用我国八大经济区指标数据,采用熵权法、灰色关联分析法和TOPSIS法确定评价指标权重和关联度、确定八大区创新策源能力排序及其关联度.结果显示:创新投入、开放发展是区域创新策源能力的重要影响因素,尤其是科学新发现;八大区创新策源能力具有明显差异,华南、华东、华北、华中、西南五大经济区的创新策源水平高于东北、西北两大经济区,其中东部沿海综合经济区与长江中游综合经济区、南部沿海经济区的创新策源能力关联度最高.

Abstract:The formation and development of regional innovation development capability benefits from the innovation development of cross administrative regions, which is an important national strategy. However, there is no research on the cross administrative regional innovation development capacity. This paper analyses the innovation development capability, and constructs the evaluation index system from four aspects, including innovation policy, innovation input, innovation output and open development, and the evaluation index system contains 36 three-level indicators. Based on the data of 31 provinces, the weight and correlation degree are determined by entropy method and grey relational model; the ranking and correlation degree of eight economic regions are determined by TOPSIS and grey relational model. The research provides a new perspective for the evaluation of cross administrative region innovation development capacity.
