| 摘 要： | 优化农业技术推广运行机制是贫困地区推进科技扶贫的重要保障。四川民族贫困地区公益性农业技术推广运行机制由于制度设计、地区发展制约因素,主要存在推广部门沟通缺乏、职责混淆、推广人员配置不合理以及激励和考核制度缺失等缺陷。因此,农业技术推广运行机制应该从成立农业技术推广工作领导小组、拓宽推广人员配置渠道、构建"三位一体"的激励和考核制度等方面优化构建。并且应该加快改革步伐和加大资金投入,确保农业技术推广工作顺利开展。

The Optimization of Operation Mechanism of Agricultural Technology Extension in Sichuan Ethnic Poverty Regions |

| Abstract: | To optimize the operation mechanism of agricultural technology extension plays an important role in promoting the poverty alleviation in poor areas.But the operation mechanism of public agricultural technology extension in ethnic poverty regions of Sichuan faces many defects:lack of communication,responsibility confusion,staffing unreasonable,as well as lack of incentive and performance appraisal system.This is due to the system design and the restrictive factors of development.Therefore,the the operation mechanism of agricultural technology extension should be optimized from setting up a work leading group about agricultural technology extension, broadening the channel of the staffing,building a "trinity" of incentive and evaluation system.And should accelerate the pace of reforms and increase capital investment to ensure the work of agricultural technology extension smoothly. |
