摘    要:从科技创新投入与产出效率入手,构建国家自主创新示范区创新能力评价指标体系,将各指标按照投入和产出的性质进行分类,并用因子分析方法对其进行处理,最后利用交叉DEA模型评价山东半岛国家自主创新示范区中的6个高新技术开发区的科技创新效率,研究得出山东半岛国家自主创新效率是DEA有效,但其交叉效率水平仍处于中等水平,创新效率需进一步提高。

Evaluation of National Independent Innovation efficiency based on FA-Cross DEA: A case study of Shandong Peninsula National Independent Innovation demonstration are
Abstract:With Chinese economy entering the new normal era, the national independent innovation demonstration zones have become the important growth poles for China''s implementation of the innovation-driven development strategy.Because the national independent innovation demonstration zones maintain a relatively rapid development speed by promoting entrepreneurial employment and speeding up the transformation of innovative achievements into real productivity. Papers from the input and output efficiency of science and technology innovation, to construct the evaluation index system of innovation ability of national independent innovation demonstration zone, the indexes are classified according to the character of input and output and processes it by factor analysis method,finally using cross DEA model to evaluate the scientific and technological innovation efficiency of six high-tech development zones in Shandong Peninsula National Independent Innovation Demonstration Zone. It is concluded that the efficiency of Shandong Peninsula National Independent Innovation Demonstration Zone is effective, but the level of cross-efficiency is still at the middle level. The efficiency of innovation still needs to be further improved.
