| 摘 要： | 基于2013-2018年广东省197家重点实验室作为样本数据,综合考虑依托主体的价值导向作用,将样本分为高校、医院、研究院所、企业四组;在梳理以往文献研究的指标基础上,分别建立人才队伍、学术研究、创新研发、成果转化4个评估体系,采用CCR、BCC模型对四组样本的投入产出效率进行分析.研究结果表明,不同指标体系下四组样本的效率特征存在明显差异,人才队伍是影响高校、医院学术研究投入产出效率的主要因素,科研项目经费是影响企业、研究院所投入产出效率的主要因素.提出了基于不同评估导向的运行效率分组评价方法,以期为合理评价广东省各类科研平台创新效率提供新的视角.

| Abstract: | Guangdong key laboratory is an important component of the innovation system of Guangdong province and an important component for basic and applied basic research. Based on the sample of 197 Guangdong key laboratories from 2013 to 2018, the samples were divided into four groups, namely, universities, hospitals, research institutes and enterprises in consideration of the value-oriented role of the subject. On the basis of combing the indicators of previous literature studies, this paper establishes four evaluation system, namely, talent team, academic research, innovative research, and achievement transformation, and analyzes input-output efficiency of four groups samples by using CCR and BCC. The research results show that the efficiency characteristics of the four groups of samples under different index systems are significantly different. Talent team is the main factor that affects the input-output efficiency of academic research in universities and hospitals. Research project funding is the main factor that affects the input-output efficiency of enterprises and research institutes. In order to provide a new perspective for the rational evaluation of the innovation efficiency of various scientific research platforms in Guangdong Province, this paper also proposes a grouping evaluation method based on different evaluation orientations. |
