摘    要:科技创新是引领发展的第一动力。随着现代科学技术发展进入大科学时代,科技创新范式发生了改变,学科交叉融合、产学研合作、成果转化等成为趋势。新的时代背景下,亟需采用系统的管理方法完善我国的科技创新管理体系,引导科研人员面向国家战略需求,关注“卡脖子”问题,进行原创性探索研究,进一步提升我国科技创新水平。本研究基于SPIO(结构-过程-输入-结果)模型,从科技创新管理体系的结构、过程、输入、结果四个维度入手,系统地分析了科技创新体系存在问题,并提出了一系列改进优化建议,为我国科研管理决策部门的实践探索和相关学者开展理论研究提供新的思路。

Research on Strategy Optimization of Science and Technology Innovation Management System Based on SPIO Model
Abstract:Scientific and technological innovation is the first driving force for development. With the development of modern science and technology entering the era of Magscience, the paradigm of scientific and technological innovation has changed, and the interdisciplinary integration and the transformation of Industry-University-Research cooperation achievements have become the trend. In the new era, it requires the systematic management methods to improve China"s scientific and technological innovation management system, in order to guide researchers to meet the national strategic needs, pay attention to the "bottleneck" problem, conduct original exploration and research, and further improve the level of China"s scientific and technological innovation. Based on the SPIO model, this study systematically analyzes the existing problems of the scientific and technological innovation management system from the four dimensions of structure, process, input and outcome, and puts forward a series of suggestions for improvement and optimization, which provides basic ideas for Chinese scientific research management decision-making departments and related scholars to carry out theoretical research and practical exploration.
