| 摘 要： | 近年来,辽宁技术引进消化吸收再创新取得了显著的成效,但仍存在企业引进消化吸收再创新的比重较低、技术引进方式和结构不合理、引进关键技术的消化吸收能力不强、对知识产权保护重视不足、消化吸收缺乏内在动力等问题,需要从改善科技创新体系、构建再创新长效机制、优化再创新政策环境、建立再创新投入机制及推进多元化再创新模式等方面加以解决.

| Abstract: | In recent years,Liaoning technical introduction,digestion,absorption and re-innovation achieved significant results,but there are still a lot of problems,such as low proportion of enterprise introduction,digestion,re-innovation;unreasonable technology import way and structure;weak introduction of key technology digestion absorption capability;insufficient attention to the protection of intellectual property;lack of inner motivation of digestion and absorption.It is necessary to improve the technology innovation system,construct the re-innovation long-term effective mechanism,optimize the re-innovation policy environment,establish the re-innovation input mechanism and push diversified re-innovation modes ect. |
