| 摘 要： | 区域创新体系的综合系统性,决定了区域创新政策必然是一个政策体系,是由政府制定实施的包括财政、产业、科技、教育、人才、环境等直接和间接作用于区域创新活动的政策和措施的总和。因此,各地在制定和实施区域创新政策时应遵循综合协调性原则,避免区域创新政策体系科技单一化;遵循差异性原则,避免区域创新体系政策内容趋同化;遵循可操作性原则,避免区域创新政策问题战略化和区域性原则,避免区域创新政策目标国家化。确保区域创新政策的科学性和有效性。

| Abstract: | The comprehensiveness of the regional innovation system has determined regional innovation policies must be a policy system,which is a total combination of policies and measures made and implemented by the government in the categories of finance,science and technology,education,talent,and the environment,etc.,direct and indirect influencing regional innovation activities.Therefore,the comprehensive and coordinative principle should be followed in the process of making and implementing regional innovation policies in different regions;the differentiating principle should be followed to avoid technology simplification of the regional innovation policy system;the operational principles should be followed to avoid issue strategy and international target of the regional innovation policy.All of this can ensure that regional innovation policies are scientific and effective. |
